Off Leash update 21 October 2026 IRAN •UK counterterrorism police re-arrested two of the five men who were briefly detained last month on suspicions that they were planning an attack on the RAF Fairford air base. •This time, police publicly stated what other officials have insinuated since the day of the incident: that the suspects are believed to be working for Iran. It’s still unclear what exactly they were planning. RWANDA •Robert Kabera – a vocal Rwandan dissident and former soldier – was found beheaded in Uganda, where he was living in exile and frequently taking to social media to criticize Pres. Kagame’s government. In a TikTok post earlier this month, he said he feared his criticism would get him killed. He was right. •Human rights organizations have documented at least 15 cases in which Rwandan activists, journalists, and ex-officials who got on Kagame’s bad side have been attacked abroad. •Kagame has consistently denied his government’s involvement in the plots to intimidate or assassinate his enemies, but he often does so with a peculiar lightheartedness that raises further questions. After his former spy chief was found dead in Johannesburg in 2014, he told the WSJ: “"Rwanda did not kill this person—and it's a big no. But I add that, I actually wish Rwanda did it. I really wish it.” SUDAN •A drone strike killed at least 150 people in a crowded market in the border region of Abyei that Sudan and South Sudan dispute. •South Sudanese officials claimed – without evidence – that Sudan’s military was responsible for the strike and intended it to target the paramilitary Rapid Support Forces (RSF), which is known to be active in Abyei. •That’s plausible. Back in May, the UN’s regional mission warned local residents that tolerating the RSF’s presence could drag Abyei into the civil war Sudan’s military is fighting against the RSF and result in strikes like this. UKRAINE •Yesterday’s summit in Norway resulted in no big revelations but appeared to have helped mend ties between Pres. Zelensky and the Trump administration. Zelensky said U.S. intelligence sharing “works now.” •U.S. envoy Steve Witkoff described the Zelensky meeting as “constructive” as he headed to Russia for talks with Pres. Putin.
